Emissions Equipment

I know these two parts are for emissions control but looking online I see a lot of engines without them. They came with mine but my normal inclination would be to remove them and either resell them on eBay or simply toss them in the trash. Is there any noticable change with or without?

Here in Colorado the emissions test for a car this "mature" is the old-fashioned exhaust pipe probe. I doubt the tester would visually know if parts are missing but I certainly want to fail.

For my old '72, I had to lean it out as much as possible and even then I'd be close to failure. One of the testers told me that if I could reduce the emissions further I'd probably get better mileage. I laughed and said "Do you think I bought this for the mileage?"
